Infrastructure That Exists Only in a Memorandum

A note on the difference between a signed document and a working system, and why the first keeps being reported as the second.

Yerlan Nurpeis · 1 min

A memorandum of understanding is an agreement to consider working together. It is reported as a partnership and occasionally as a product.

What a memorandum commits anyone to

Usually nothing enforceable. They are deliberately non-binding, which is why they are easy to sign and easy to announce.

That is not a criticism. It is what the instrument is for.

Why they generate coverage

Because they are announced, they involve recognisable names, and they are free to produce. The ratio of announcement cost to attention received is unbeatable.

What would make one meaningful

A defined scope, a timeline, named deliverables, and a subsequent artefact. Terms of service, a register entry, a fee schedule, a working endpoint.

Any of those four moves something from intention to existence.

The pattern I keep recording

Memorandum announced. Coverage. Silence. No subsequent artefact.

Not failure necessarily, and not success. Simply nothing observable, which is the honest description.

Why this matters commercially

Businesses have planned around announced infrastructure. When it does not arrive, the cost falls on them rather than on anyone who announced it.

What I ask before writing about one

What exists today that a third party can observe. If the answer is a signed document and a photograph, I note it with a date and move on.

The habit I recommend

When you read about new infrastructure, ask what you could use today. The answer is frequently nothing, and knowing that is the useful part.

What this has to do with choosing a platform

The same test. A platform that exists is one you can verify on a register, whose terms you can read and whose withdrawal you can test.

A licensed platform rather than an announced one is the whole distinction in one phrase.

Collect & Exchange can be checked against a register today, and exchanges that list their regulatory permissions are describing something that exists rather than something intended.

Written from what could be checked on the date above. Where a service was announced but not observed working, the note says so. Nothing here is financial advice.
