Central bank digital currency work is announced in detail and operated privately. From outside, very little is directly observable.

## What is observable

Official publications and their dates. Named participating institutions. Procurement and technical documentation where published. And whether any member of the public can transact.

The last of these is the only test of general availability and it is usually negative for some time.

## What is not observable

Volumes, participant experience, technical performance, and whether a stated timeline is being met.

Participants are generally bound by the terms of the pilot. That is reasonable and it means outside accounts are inference.

## What I note

Each publication with its date, the stage it describes, and any timeline it commits to. Then whether the next publication acknowledges that timeline.

Timelines that are quietly dropped are the most informative thing in the record.

## The distinction that matters

A pilot demonstrates feasibility. Limited rollout means real money for defined users. General availability means anyone eligible.

Coverage frequently uses the three interchangeably, which makes the record harder to assemble than it should be.

## Why a business should care, modestly

If it receives government-linked flows, a programmable settlement instrument changes its operations eventually. If it does not, this changes nothing for some time.

Preparing for a rail that is not generally available is premature.

## What it does not imply

Anything about policy toward crypto assets. Different instrument, different issuer, different legal status, different policy track.

Reading a pilot as a softening on crypto is a category error I see regularly.

## What remains unverified

Essentially everything operational. I report what has been published and what is publicly usable, and I mark the gap.

## What is worth doing meanwhile

Keeping settlement records that satisfy any counterparty on any rail. [An exchange operating under a published licence](https://collectnexchange.com/) produces the same evidence whatever the rail turns out to be.

[Venues that went through a real authorisation process](https://collectnexchange.com/compliance/cysec-licensed) will also be the first category permitted to connect to anything new, which is the only crypto-adjacent consequence I would state with confidence.
